Rent Consultation

Have your say on your rent
and how we plan to spend it

The Welsh Government has set out guidelines for increasing rents in social housing. There is a minimum rent increase that must be applied from April 2016 but Councils are also allowed some flexibility to raise additional income to improve services, invest in improvements to existing homes and neighbourhoods and in building new properties.

In line with these guidelines we propose to raise rents at a rate of 1.4%, plus £2 per week. This will ensure that we have sufficient funds to continue to provide high quality council housing into the future.

As a result of this change the average rent for a council home will increase by £3.10 per week (£3.29 over 49 weeks).  Please note that this does not include services charges.

If you receive housing benefit, your benefit will increase automatically and in most cases this will cover the full amount of the rent increase.

Investing for the Future

In 2016/17 we plan to invest in the following:

  • Building New Homes – the Housing Partnership Programme aims to deliver 1,500 new homes over the project life with at least 40% (600) Council rented and low cost home ownership.

  • Major Estate Regeneration works at Trowbridge Mawr, Hodges Square, Loudoun & Nelson House, Trenchard Drive and Skaithmuir Road in addition to other smaller scale projects throughout the city.

  • Expansion of the Community HUB’s making housing and benefit advice more accessible and the provision of other services such as job clubs, work related training and free internet access.

  • Large scale capital improvement works e.g. continuation of the ‘A’ rated boiler upgrade programme, over cladding works, painting to flats, roofing replacements, communal flooring upgrades, emergency lighting installations and new front doors for low rise flats.

  • Major high-rise modernisation works are also planned over the next two years including (where necessary) replacement lifts, windows, central heating and over cladding works.

  • The continued delivery of apprenticeships, employment and other community benefits in partnership with our external building contractors.

Please give us your views on the changes to your rent and on our proposals for investment by completing the attached form.

Let us know your views on the proposed rent increase for 2016/2017. You can fill out the survey online at:

http://www.cardifftenants.co.uk/index.php?section=info&option=rent-increase-survey

You have until 29th January to let us know your views.
